Site Administrator

minimum QUALIFICATIONS

  • Must be twenty (20) years of age or older.
  • Must be a citizen of the United States or legally employable in the United States of America.
  • High school graduate or equivalent.
  • Minimum of five (5) years supervisory experience in corrections.
  • A combination of education and experience equivalent to these qualifications may be substituted.

EXAMPLES OF DUTIES

  • Plans, directs, and coordinates all activities of the center where assigned.  Supervises mid/upper level supervisory personnel.
  • Assists in the preparation and assures the adherence to all standard operating procedures, policies and procedures, post orders, and rules and regulations relative to the care, custody and security of inmates.
  • Keeps BRRJA administrator informed of changes and proposed changes to laws, policies, and standards that may affect the financial, certification or operational status of the BRRJA.
  • Determines employee staffing needs.
  • Coordinates emergency and escape operations.
  • Establishes and maintains appropriate records and files.
  • Counsels and disciplines subordinate personnel according to BRRJA standard operating procedures and personnel policies.
  • Confers with law enforcement agencies, police officials, the courts, and other city and county departments in matters related to inmates and center management.
  • Evaluates subordinates on their job performance and abilities.
  • Assists in the preparation of the center’s budget.
  • Ensures compliance with Virginia Minimum Jail Standards.
  • Resolves employee and inmate grievances.
  • Conducts inspections of center on a regular basis.
  • Assesses staff and inmate morale and mood.
  • Provides regular briefings to Central Office on operation of the center.
  • Attends organized BRRJA events.
  • Any other duties assigned by higher authority.

CAPTAIN

  • Checks all security equipment and devices daily and verifies they are in good operating order, records checks, and reports any maintenance problem detected.
  • Assists in shakedown/search of inmates and BRRJA property.
  • Investigates any unusual incidents at the jail and reports the results in writing.
  • Reviews jail logs and records daily to ensure accuracy.
  • Prepares necessary records, reports, and other documents as needed.
  • Arranges transportation of inmates to and from court, medical or dental facilities, or other jail facilities as required.
  • Responsible for proper handling of inmate personal property and money.
  • Ensures that the center is kept clean and orderly.

  • Ensures that jail staff adheres to BRRJA policies and procedures as well as post orders.

Corporal

Shift Leader

minimum QUALIFICATIONS

  • Must satisfactorily complete basic jailor training as required by the             Commonwealth of Virginia Department of Criminal Justice Services within twelve (12) months of employment.

EXAMPLES OF DUTIES

  • Assigns and supervises work of jail officers to ensure security in the center in the absence of a sergeant or higher ranking personnel.
  • Assists in the training of jail officers.
  • Conducts tours of the center at the direction of higher ranking personnel.
  • Assures the center is in compliance with Virginia Minimum Standards.
  • Ensures that jail staff adheres to BRRJA policies and procedures as well as post orders.
  • Processes inmates into custody of the BRRJA, searches inmates, takes charge of personal property, provides clothing, bedding, eating utensils, and BRRJA rules and regulations.
  • Releases inmates after properly checking records and completing proper paperwork.
  • Supervises inmates during meals, exercise, work, recreation, and related activities for conformance to BRRJA rules, regulations, and procedures.
  • Conducts periodic security checks of inmates in assigned area and on center grounds.
  • Conducts searches of inmates, BRRJA property, and visitors.
  • Maintains and updates center logs.
  • Attends to special needs of inmates.
  • Escorts and transports inmates as required.
  • Supervises inmate phone calls.
  • Distributes medication to inmates per established medical protocol.
  • Ensures the proper care and maintenance of work and recreational equipment used by inmates.
  • Supervises inmates in work details.
  • Writes inmate disciplinary reports.
  • Conducts regular security and sanitation inspections of the center.
  • Performs routine maintenance.
  • Issues cleaning supplies and monitors their use.
  • Acts as inmate hearings officer in disciplinary proceedings if necessary.

master officer

Officer

  • Have an overall HIGH QUALITY evaluation or above by the two most recent evaluations. No single performance may be rated as NEEDS IMPROVEMENT or below.
  • Have no more than one serious disciplinary action or written reprimand within the past two years immediately preceding application for selection. For the purpose of this policy a Counseling Form or Letter of Caution are considered a written reprimand.
  • Have no more than one preventable vehicle accident within the past three years.
  • Have a firearms qualification score of not less than 80% for the most recent annual firearm qualification course.
  • Have a thorough knowledge of the Use of Force Policy and have demonstrated this knowledge by his/her judgment and actions on the appropriate Use of Force.
  • Have completed a minimum of 40 hours of specialized training in addition to the 24 hours of mandated in-service training required by DCJS within the 24 months preceding selection as a master jail officer.)
  • Each Officer must follow the requirements of the BRRJA Sick Leave Policy. In addition to the policy, an Officer may use no more than twenty-four (24) hours of sick leave (including family sick leave) in the preceding fiscal year (July 1st – June 30th). Approved FMLA leave does not apply.
